Bruce A. Nakamura concentrates his practice in the area of public utilities representation and litigation.  He joined the firm in 1995.  Mr. Nakamura represents energy, utility, transportation, and telecommunication clients in all matters before the public utilities commission of the state of Hawaii and has litigated myriad matters including commercial and business disputes, real property and land use disputes, licensing and intellectual property disputes, lender disputes, and civil appeals.

Education

Mr. Nakamura received a Bachelor of Arts degree in Business & Administrative Studies from Lewis & Clark College in Portland, Oregon.  Mr. Nakamura earned his Juris Doctor degree in 1995 from Lewis & Clark College Law School.

Mr. Nakamura serves as a vice chair of the electricity committee, ABA Section of Public Utility, Communications & Transportation Law.

Mr. Nakamura is licensed to practice law in all courts in the state of Hawaii.  He is a member of the Hawaii State Bar Association and American Bar Associations.

Representative Matters

Representative matters handled by Mr. Nakamura include:

  • Representation of buyer of water, wastewater, and transportation utilities in obtaining regulatory approvals as part of buyer’s related purchase of 97% of the island of Lanai;
  • Representation of state agency in proposed undersea electricity transmission cable between the islands of Oahu, Lanai, and Molokai;
  • Representation of state Insurance Commissioner as Liquidator in numerous insurance liquidation proceedings;
  • Representation of water carrier in contested proceeding to obtain authority to provide intra-state water carrier service;
  • Representation of international oil companies in regulatory proceedings involving state’s gas cap legislation, and in the sale, purchase, and development of wind farms in the state of Hawaii; and
  • Representation of city in civil appeal concerning the largest public works contract in Hawaii state history (Communications-Pacific, Inc. v. City and County of Honolulu, et al., ICA No. 28010)
